Spring Ridge Community Development District (formerly known as the Killarney Community Development District) located in Brooksville, Florida is a local, special purpose government entity authorized by Chapter 190 of the Florida Statutes, as amended, and created on November 1st, 2000 by ordinance of  Hernando County  as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities. A Community Development District (CDD) provides the "solution" to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. CDDs represent a major advancement in Florida’s effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.

The Spring Ridge CDD operates within the ethics provisions as outlined by the Florida Commission on Ethics. 


Community Development Districts also known as CDD’s are a local, special purpose government authorized by Chapter 190 of the Florida Statutes that constructs, operates and maintains the community’s infrastructure.  This includes the clubhouse, pool, entrance gates, roads, street lights as well as common areas and landscaping.  The annual assessment for 2016-2017 is structured according to lot size and is as follows;

Sandra Manuele is the Field and Clubhouse Manager for the Spring Ridge Community Development District.  She manages the daily operations for the District including all of the amenities, entrance gates, roads, landscape, common areas, projects, events, and is also the Webmaster for She works directly for the District and has been with Spring Ridge since 2006.  Any questions or complaints in regard to common areas, roads, street lights, street signs, gate repairs, gate remotes, gate codes, clubhouse, pool, pool access basketball court, and playground should be referred to the clubhouse by emailing or by calling 352-597-0605. 

HOA stands for Homeowners’ Association.  HOA’s operate under Chapter 720 of the Florida State Statutes.  Their purpose is to enforce the rules for the properties in its jurisdiction in order to maintain the property value of the residents, create a sense of community and preserve the architectural integrity of the neighborhood.
